Ukraine’s aspirations to join NATO have reached a critical juncture, with mounting support both within Ukraine and among key NATO members. However, the biggest obstacle to Ukraine’s NATO membership is no longer Russia or Vladimir Putin; it’s the current stance of the White House.
Over a decade ago, the United States voiced strong support for Ukraine’s NATO membership, lobbying among NATO leaders for a formal invitation and a clear roadmap. However, this initiative was rejected by France and Germany, citing concerns about provoking a conflict with Russia.
In 2008, NATO leaders declared that Ukraine and Georgia would eventually join the alliance, but failed to provide a timeline or a concrete plan, leaving these aspirant countries vulnerable to Russian aggression.
Ukrainian sentiment towards NATO membership has evolved significantly, especially after Russia’s invasion and occupation of Crimea, followed by the separatist conflict in eastern Ukraine. Surveys indicate that support for NATO membership within Ukraine has surged to record highs, exceeding 80%.
Similarly, public opinion in NATO member states, including the United States, France, the Netherlands, Italy, and Germany, demonstrates majority support for formally inviting Ukraine to join the alliance.
Notably, the stance of key European leaders has shifted in recent months. French President Emmanuel Macron has called for NATO to provide Ukraine a clear path towards membership, marking a significant policy reversal. Additionally, Poland has emerged as a leader among an influential bloc of NATO members advocating for welcoming Ukraine into the alliance.
President Volodymyr Zelensky of Ukraine has been proactive in rallying Eastern European allies to support their cause, urging them to avoid half-hearted measures and empty promises. Zelensky emphasized the need for honesty in the relationship and urged NATO to send a clear and definitive signal.
President Joe Biden’s recent interview with CNN revealed a divergence in opinion within NATO itself. Biden indicated that unanimity within the alliance regarding Ukraine’s immediate NATO accession does not currently exist. This reflects the current stance of the White House, which considers Ukraine’s readiness for NATO membership to be premature.
Ukraine stands closer than ever to realizing its long-standing aspiration of joining NATO. With overwhelming support within Ukraine, growing backing from key NATO member states, and a shifting stance among European leaders, the spotlight falls on the White House, which remains cautious about Ukraine’s membership readiness. As Ukraine continues to demonstrate its military capabilities and commitment to NATO values, the outcome of this week’s NATO summit in Vilnius, Lithuania may provide critical insights into the future of Ukraine’s NATO aspirations.
